Cannot See a List Published "to" me

You don't have to accept a published list; rather, you access it via a public URL, e.g. http://www.rememberthemilk.com/home/username/12345. You can find the URL for your published list on the Publish tab under "Link to this published list".
Keep in mind that the completing/editing distinction you mention does not exist; published lists cannot be edited in any way. The only way to allow your kids to complete the tasks in that list is to share the list (or just the tasks therein) with them. If you want to make sure they don't add new tasks to the list, you could share just the tasks with them (in which case they would show up in their Inbox lists).
