Can't I just create a complete list of tags?

I may then tag a task as:

Okay, my bad. I didn't read the FAQ slowly enough to comprehend that you have to add double quotes around complex tag terms.
And I see that once I create the tags, I can then manage them in settings > tags.
I'd still like to be able to create a master list of "starter" tags from an interface other than the individual task. Is that possible? Thank you.

I use a dot instead of a space if I want a multi-word tag. I think this works pretty well.
Maybe spaces aren't allowed because they would make the tag cloud confusing - there would be no way visually to tell if two words were one or two tags in the cloud.

I've solved most of my tag functionality issues (although, I want a the same full tag database drop down autocomplete in advanced search that we have in the task creation interface).
