In our Help page, it mentions that the buddies may not appear online but that you should still receive reminders.
If you're not, something else may be going on. You may want to remove and readd the buddy in your Contact list. You may also want to, in your website Settings on the Reminders tab, delete your Yahoo account (via the trash icon to its right) and add it again.
