Tag drop down list limited to 11

Why is the tag drop down list limited to 11? Can I change this? I prefix tags with c_, p_, r_, s_, as per GTD - but I seem to be limited to only 11 tags in the drop down list (although I can see all in the tag cloud). Suggestions please! Thanks
