Smart lists based on part of a tag?

I tag all my tasks which are waiting with w.(person who I am waiting on) for example w.paypal or w.jordan. I have it set up in my tag cloud and it works quite nicely because I can see who owes me what.

My question is, how can I create a smart list that shows all items with tags that begin in "w.", which would be ALL my waiting items.

Any ideas?
