I just looked over the Pro vs Basic plans (see link below) and it doesn't look like Start dates or times are only for Pro. You should be able to set Start dates and times.
But Start dates and times do not show in the task lists. The Start date/time will only show when you open the task.

Pro doesn't change anything with start dates at all, but there may be a few other things you are looking for.
It's not possible to view the start dates in the task list, if that's what you're looking for.
If you're trying to make the start date show up in the task details all the time, you can add it to your default fields.
And if you're looking for making a task show up based on a Smart List, like "show me tasks that start today" you can do that with the advanced search.
