First, you may want to double-check the sort of your list or view to make sure it's set to drag and drop.

Then, you can drag and drop with the handles on the left.

For the mobile apps, you can edit the list or view at the top and press "Edit" to show the drag handles. Let me know if you'd like more details about any of the mobile apps specifically!
