for discussion of the RTM API, but that gives a "doesn't exist or you don't have access" error. Is it still live (and if so can I get access), and if not is there an alternative?

Sorry about this! This seems to be a specific error affecting some people in the Google Group. It seems like joining the group first should help. We received this workaround from a fellow user:

Click the red New Post button, fill out the Join This Group form and click the blue button. Then ignore the post composition form and click on the group name in the Recents left sidebar.
