Is there a way to move subtasks up to the task level?

You can use drag and drop to move a subtask to a task (or to move a task or add properties).
Deleting the task would delete the subtasks too, so that wouldn't help in this case. (If you do have any deleted tasks you want to get back, you can find those in the Trash of the web/desktop app.)
