Drag drop for subtasks/tasks isn't working for me

Last month this thread seems to indicate that a user was accidentally creating (or trying, non-pro) subtasks through drag/drop:

I can't figure out what I'm missing here. I have two tasks:
A: "at least two trxn"
B: "do transcriptions"
on the same list, due different dates. If I try to pick up A (mouse click-hold) in the list view, I see a hand but can't drag. I see no menu options to do anything like this. If I select task A (so it appears in the right pane), I see no UI or way to drag/drop over there.
I have a feeling I'm missing something obvious, unless this functionality was dropped recently for some reason. Can someone help me with very step by step instructions of where I should be clicking to drag?
