iCloud sync is not possible as such, in terms of the Remember The Milk app syncing via iCloud. The Remember The Milk app syncs directly with Remember The Milk so that you can manage your tasks on the web/desktop apps or other apps.
If you need to back up the app to move from one device to another, the app itself will download to the new device via an iCloud backup, and then the app will sync from that device as well. It'd also be possible to back up the app and all its synced data through a manual iTunes backup.
Last, if it helps at all, you can back up your account's tasks online.
