How to make a "public list" with link in new RTM?

I'm not 100% sure, but I think what you are looking for is the "Feed" feature in the new RTM. If you click on a list, the information about the list shows up on the right side. Next to the list name, there is the "Feed" symbol with a link you can bookmark, for example, or give to others. Therefore you should disable private addresses (see https://www.rememberthemilk.com/help/?ctx=feeds.icalendar.privateaddress).

One thing you can do in the new web/desktop app currently is to invite fellow Remember The Milk users to shared lists but only to let them view. (This requires a Pro account.)
