It's not currently possible to set a repeat for both the 2nd and 4th Mondays of the month, sorry. What you'd want to do is to set the repeat on one task, "every month on the 2nd Monday" and duplicate the task to create a separate copy. Then you can change the repeat on that one, "every month on the 4th Monday", and then you'll have both instances covered.
