Want to restart everything

I don't think I can just delete the tasks because I assume they'd be flagged to subsequently delete my Outlook tasks too.
I see an option to "Close" my account - is that the best way? Can I then re-open it or create a new one?

You're correct that if you delete the tasks in either the web app or in the Android app, they'll be deleted from Outlook as well during the next sync.
Currently, MilkSync has a "Restore" option that will delete your tasks in Outlook and replace them with a fresh copy of the tasks from Remember The Milk. If you'd like to go the other way (delete tasks from the web app and replace them with your Outlook tasks), please contact us and we can help with this.
