Russia and "forever in daylight saving time"

I'm live in Russia and I have some troubles with due dates, and look that they are related to fact that Russia (according to June 2001 law) does NOT return from Daylight saving time back to winter time.

At this moment I'm in Moscow, and my timezone is UTC +4:00 (local time 13:20, UTC time is 9:20).

And bug with due dates is as follows:
RTM site shows 3 task due today (Nov 7) and 2 tasks overdue (Nov 6).
GMail add-in shows 4 tasks overdue (Nov 6) and 1 due today (Nov 7)
iPad app shows all 4 tasks due today (Nov 7) and 1 due tomorrow (Nov 8) (all like GMail but 'shifted' with 1 day).

And all 3 apps correctly shows tasks due this Friday (Nov 11) - may be because I had created month ago, before daylight time change...

Of course, iPad app is synced and GMail plugin 'refreshed'.

It this moment I have in 'settings' (RTM site) timezone as +4:00 Europe/Samara - I changed this from +3 Moscow two days ago, trying to solve this bug, but this doesn't help.

My iPad have 'automatic' timezone (Moscow, no offset displayed but clock are right), and my Windows machine also have 'Moscow' region with +4:00 offset?

How can I synchronize due dates in different apps?

Created via RTM: iPad show correct, GMail shows due 11:00
Created via iPad: RTM site show OK, GMail shows due 11:00
Created via GMail: both iPad and RTM site shows due 13:00

Then I changed my timezone info on RTM website (back to +3:00 Moscow), logoff/logon - all apps shows the same info.

Made 3 new tasks with due dates tomorrow 12:00:

No change. iPad app and Rtm site 'synced', and GMail in one hour 'ahead'.

For all other russian users, follow this steps:

1. Set timezone to "GMT+4:00 Asia/Dubai" on RTM site (Settings / General) - this will prevent bug from appearing again.
2. Return to tasks, select all
3. Click on 'Due' field at right box (it shows ), and press Enter without changing this value - this will re-save all due dates with new timezone
4. Select 'none' tasks and then manually edit wrong due dates on tasks (where needed).
