iPhone lists not synching to web

If I create a list on my iPhone is the list itself supposed to synch to the web?
I've created a list on my iPhone called "Art" and added tasks to it. After a synch the list does not show up on the the web version but the tasks have been synched to my "inbox" on the web. Is this the normal operation?
