Why is there no sound or vibration when a Push Notification is received?

I've read this topic under HELP section. However, the solution doesn't seem update. My phone is 3.1.3 and RTM is 1.3 but there is still no sound or vibration when a Push Notification is received. Please advise. Thank you.

I tried moo sound and it worked. I guess it just doesn't work with default sound.... :(
