RTM not available through Google Calendar offline

You're welcome to use the the main site offline; the daily and sidebar gadgets in Google Calendar are not supported offline. (If you click the daily gadget's checkmark, you'll see that the frame loads but not your tasks.)
Google Calendar Offline only supports syncing calendars themselves; you'll notice the entire sidebar disappears while offline. Your best bet would be to enable the iCalendar for offline access and access that if needed while offline.

You are correct that the gadget cannot retrieve the tasks from online when you are offline. I will leave it to Andrewski to speak to redirecting the gadget to your local cache.
As for having your tasks offline, the best you can do, I think is use the iCal feed: http://www.rememberthemilk.com/help/answers/icalendar/googlecalendar.rtm
