Korean subject title is broken

When I email a task in Korean, the task title is broken and note is empty.

For example, the task added to RTM gets a title below

=?ks_c_5601-1987?B?vsa/9LfoIL3Dx+g

That symptom is appeared when I use outlook. Gmail has no such problem.

Sounds like an encoding problem, judging by the syntax of the way RTM gets the task. Is there a way to control your encoding in Outlook, to ensure messages are sent in Unicode/UTF-8?
