When I checked the page source of rememberthemeilk.com I saw all the timezone options etc, are there. Well actually it's just a first timer activity to set timezone, and rest of your usage fo this service you hardly touch that option. (at least for me). And it's really non sense to download that list everytime you visit the site, not everyone using fast connection, or even why to fill cache of browser with less use data.

Actually my idea for this is to prepare timezone options with ajax, not a plain option list. Since those options won't be used that much, one time slow response won't annoy people.

I hope this get fixed soon for the sake of resources.
