There are probably other ways this could happen.

I have poor signal in the basement of my house. The phone won't get a location fix when I am there (ie: Google Maps can't do it). I've been testing the Android App and every time I walk upstairs it suddenly notices I'm at home and tells me there are tasks nearby. The same thing will probably happen when I go to school (where some classrooms have bad signal).

It would be much better if when RTM can't figure out your location it would just assume you are still where you were the last time it could. That way in a situation like mine, it won't keep re-discovering that you're at the same location.
