Cant add tags from preferences

I don't have the option to add tags in preferences/tags. I can only add them when entering a task, making that counterproductive. Any ideas on that?

You could add an "empty" task and populate it with as many tags as you want, then those would be available for other tasks.

If you don't mind me asking, why is it important for you to add tags in advance that aren't immediately associated with tasks?
