Google Gears - Automatic Offline?

I'm confused by RTM's Google Gears functionality.
If I'm without an Internet connection, should RTM load into offline mode automatically? Or, is it always necessary to manually switch to offline mode within RTM before Gears functionality is available?
Right now, when I'm without an Internet connection, I cannot access RTM unless I've manually switched into offline mode.
