Minor Annoyance: Scrolling sidebar

Nothing critical, just a minor annoyance.
The sidebar is designed to scroll and stay with you as you move down the list of action items. I understand why and like it.
That said, I have a small amount of screen real estate (widescreen laptop) and a LOT of tags. Half the tags get cut off and, as I try to scroll down to the see the remainder, the sidebar scrolls with me. In order to see the full tag list, I have to scroll all the way to the bottom of the action list (so that the sidebar will quit scrolling).
I'd be great if I could somehow stop the scrolling when it wasn't necessary. For example, if no tasks are selected, the scroll bar stays static. Checking the box on a task causes the scroll bar to jump to the appropriate position for seeing the additional detail.

Another thought:
Have an alternate stylesheet in which the right sidebar is static (no scroll). Total screen height is manually set by the user with a minimum height equal to that required by the sidebar.
If the task list exceeds the configured/required height, a vertical scroll bar appears for the task list.
