time format unchangeable in english

I see some people complaining about this in the last.. year or so, but I just realized the setting:

Time Format ( ) 5:00pm (o) 17:00

..seems to be ineffective because I insist seeing RTM in English :( I'd rather not change the interface language, and "neither" English seems to permit the change of the time format. Am I stuck with the AM/PM format?

On the same page, can we have at least the ISO date format (YYYY-MM-DD)? Please? Bob? :)
