What do the up and down arrow keys do?

If I position the mouse pointer over a task, the highlight (which is disconnected from that chevron pointer thingie on the left, controled by j and k) is moved up and down to other tasks. But it's *not* always moved to the next one; about a third of the time it skips one!

The up/down arrow keys move the browser pane; they don't do anything specific in the keyboard navigation. I bet as the screen moves up and down the highlight is changing to the task under the mouse cursor, but inconsistently—sometimes it's the next task, sometimes a different one.
