SmartList Shows excluded tasks

SmartList "Over/Due This Week ML" whose criteria is:

not list:food and not list:vehicles and not list:keepers and dueBefore:today OR dueWithin:"1 week of today"

At this moment, 7 of the 99 tasks on the "Food" list are displaying in the search results and I can't see anything different about these records, nor any criteria that would override the "NOT list:food" SmartList criteria.

Any idea why this is happening?

I'm not sure about the logical order between AND and OR, but this should work either way.
