Always visible on the desktop?

I'm not aware of a way to pin a website to your desktop like this. However, it's possible that there are third party apps allowing you to do this. If you're able to find a service like this and need to get the information from Remember The Milk, you may want to look into publishing the list. This will give you a URL that can be used to access the task list.
Alternatively, you may be able to use the iCalendar feed to get the contents of your list into a suitable format.
