Could I have something set wrong or is this a known thing? I'm using Chrome on Win7, will try it on other browsers on Linux at home later.

The experience described is how I have seen things work for years - ever since the creation of these boards.
For that reason, I have always found it easier to track the boards by skimming the Atom feeds in Google Reader.
One can also open the various threads one wishes as new tabs, and then work one's way through them, leaving the table of contents undisturbed.
