iCalendar feed has GMT +00:00 offset

My iCalendar feed views fine in my Google Calendar but when viewing the same calendar in Outlook I see that all events/tasks populate with a start time of 8pm (and end time of 8pm the next day) since they show up with a GMT +00:00 offset instead of the EST setting that is confirmed in my profile. The Google calendar settings show GMT +00:00 and it can't be edited.

What gives?
