repeating tasks + time of day

What you want to do is to set the task to be due on "Wednesday 6:00 PM" and set the repeat to "every month on the 2nd Wednesday"; you'll need to duplicate the task and set the repeat of the other one to "every month on the 4th Wednesday"; sorry our repeat doesn't currenty support both in one.
Having the repeat set that way will automatically make subsequent instances of the tasks due at 6:00 PM also.
