Search a list for a missing tag

Does anyone know of a way to search for any list that does not have an item with a certain tag in it?
I am trying to achieve a smart list that searches each list and establishes if there is a list without a na (next action) tag

It sounds like you are trying to achieve a GTD setup. If you use regular lists for each project you will end up with very many lists. One idea could be to use smart lists instead.
