iCalendar Lists (not Events, but Todos) and Apple iCal

I've followed the instructions on the Applie iCal page to a "T", multiple times, and on different days. My private address setting is on. When I click on the link in the Settings>Info page for "iCalendar Events Service (All Lists)", it opens just fine in iCal (it shows todos as all-day events, unless I have specified a due-time beforehand).
I'm interested in have a list of todo's as well. According to the instructions page, to subscribe to "iCalendar Service (All Lists)" (the non-events version) the process is exactly the same. When I do this, it appears to add the subscription in iCal, but nothing ever shows up in the todo panel. Just to make sure, I downloaded the .ics file for both lists, and they both have content in them.
I even signed up for a free account on 30Boxes.com so I could test another product importing RTM's stuff. It has a url you can use to open up an webcal file from:
http://30boxes.com/external/widget?refer=ff&url=webcal://blahblah....
This url import works fine on other sample webcalendars i found at www.icalshare.com. But they complain that they can't parse the data correctly from RTM's webcal:// url.
Maybe part of the issue is the ".part.ics" extension issue mentioned elsewhere in the forums. While it is very easy to rename the extension after downloaded, this may be one of the reasons that iCal and 30boxes aren't able to look in the file, because they're expecting a ".ics" file instead.
Has anyone else had this issue? Please help! Thanks!
