I'm assuming this was done in Windows XPs Display Properties (right click on the desktop and select Properties).
From there, you can goto the Desktop tab, click the Customize Desktop button, and then click the Web tab in the next dialog box.
I haven't tried it yet, but it's not a bad idea!

You could try the greasemonkey script that does away with the logo completely, maybe. I'm sure you can find it either in these forums or on userstyles.org.
